It is crucial to understand the entire process of designating an LHD or LHP beforeundertaking such an endeavor.  Understanding the rationale behind each of the individual steps as well as the fundamental purpose of the designation will ensure that the process is conducted legally, give the recommendations greater force, and provide a greater sense of coherence and purpose. The formal process mandated by the state enabling statute helps to highlight potential problems and obstacles before they arise.

Establishing an LHD or LHP is not an overnight process.  It typically takes a year or two to gather all the information and garner public support. As with any legislative change, the process can be long and sometimes frustrating.  Understanding all of the procedural steps and pursuing each in sequence can help the participants maintain their dedication and commitment.
