Establishing or Amending an LHD or LHP Designation

The process begins with the appointment of a Study Committee by the legislative body of the municipality.  The Study Committee will gather and compile information for its report and communicate with property owners about the impact and advantages of designation.

The Study Committee and its partners should be able to explain the proposed LHD or LHP designation clearly, listen thoughtfully to objections and concerns, and be willing to make compromises for the benefit of the community.  The processes outlined in this section will help residents and local officials determine how an LHD or LHP designation would enhance the community and whether other historic preservation and planning tools would be beneficial.
